Requirements to Take BTW:
- The student must have taken and passed the classroom portion of Driver’s Education.
- The student must have a valid and current Virginia learner’s permit.
- This course is not for students who have no experience driving.
- The following documents must be submitted to our office with the online registration form:
- A copy of the Learner’s Permit
- A copy of the DEC-1 (orange card).
- A copy of the 45-Hour Parent/Teen Driving Log, signed by a parent or guardian. (If a student is under 18 years of age.) This driving log will be collected by the instructor during the BTW session. Students must have completed at least 30 hours of driving. However, it is highly recommended that they complete the entire 45 hours to have the best chance of passing the driving skills test.
Behind the Wheel Registration:
The fee for Behind The Wheel is $250. Payment will be made online once registration is confirmed.
- Students will receive an email and written communication through U.S. mail, confirming their session number and time, with a link to make the online payment. Additional forms will be sent with the registration confirmation to be signed and returned on the first day of BTW.
- Sessions will fill up fast, as we can only accommodate 8 students per session. After all the sessions fill up, we will have a wait list of 20 students only.
- Students must have a ride to and from Phoebus HS.
- Students will drive with an instructor for two hours a day. The session will last for seven (7) days. Students will not drive on Fridays and weekends.
- Students will be held to the same policies and regulations as in the Students’ Rights and Responsibilities Handbook.
- On the seventh day of BTW, the student will be given their driving skills test. If the student passes the test, he/she will be given the following: a 180-day provisional license, instructions on how to understand the 180-day provisional license, an insurance form for a discount for completing BTW, and a letter from the instructor with skills the student should continue to work on. To be issued a Provisional license, students must have completed the 45-hour driving log, be 16 years and 3 months old, and have held a learner's permit for at least 9 months.
- If the student does not pass their skills test, he/she will be called by the instructor when there is an opening in the schedule to retest.
- If the student has misplaced the orange card, he/she can request a replacement by clicking HERE.

- As required by Virginia Code §22.1-205, the 90-minute Partners for Safe Teen Driving presentations are being offered each month this fall/winter. The program shall emphasize (i) parental responsibilities regarding juvenile driver behavior, (ii) juvenile driving restrictions pursuant to this Code, (iii) the dangers of driving while intoxicated and underage consumption of alcohol, and (iv) the dangers of distracted driving. Parent/guardian and teen attendance is a requirement before a student receives a Driver Education Certificate of Completion card (DEC-1 card). This card is needed to take the Behind the Wheel course and receive a VA Driver's license (under 18). Any students who are taking Driver Education during the 24-25 school year should plan on attending one of the sessions. You only need to attend one session, no pre-registration is needed. You can choose the session that is most convenient for you and your child. Attendance will be taken during the meeting. Please arrive 15 minutes before the start of the session. Once the session has started you will not be allowed in and will have to attend a future session.
Parents/Guardians: please complete this OPT-OUT FORM ONLY if you will NOT be attending the 90-minute parent/student driver education component with your teen, as required by Virginia Code §22.1-205. Although a parent/guardian may opt-out of attending the presentation, it is MANDATORY for students to complete the 90-Minute Parent/Student component as part of the state-approved classroom driver education curriculum to be eligible for a Classroom Driver Education Certificate of Completion (DEC-1).
