Four HCS students receive Top 20 Under 20 award
Hampton City Schools is excited to announce that four students received the Top 20 Under 20 award from the Hampton Roads Workforce Council. The students were recognized at a ceremony on May 8, 2025.
These outstanding students were chosen by the Hampton Roads Workforce Council because their achievements in the workforce or community set them apart from their peers. Each honoree is excelling well beyond what’s expected at their age — leading by example, inspiring others, and showing initiative in meaningful ways.
They are influencers, innovators, and rising leaders in the 757 region, embodying the spirit of excellence, service, and future-focused impact. Their dedication and drive are exactly what the Top 20 Under 20 recognition is all about.
Charis Winder – Phoebus High School (PHS)
Charis is a senior in the Academy of the College Experience (ACE) and is the Phoebus High School National Honor Society president. Impressively, she has received over 1.5 million in scholarships and has been accepted to over 30 colleges and universities.
Chelsey Ndukwu – Hampton High School (HHS)
Chelsey, a senior, will attend Hampton University in the fall to major in computer science and join the Hampton University Marching Force. At school, she serves as horn-line captain in the marching band, brass section leader in the symphonic band, and holds leadership roles in several honor societies, including vice president of the National Honor Society. Chelsey is also the captain of the soccer team, Student Life co-editor of the yearbook, an active member of the Youth and Government Club, and the Principal’s Advisory Committee. Outside of school, she leads as chair of the Hampton Youth Commission, where she works to empower youth through leadership and civic engagement.
Devan Anthony, Jr. – Hampton High School (HHS)
Devan, a senior, will be attending George Mason University in the fall. He plans to major in business while also studying criminal justice with the goal of taking the bar exam. A dedicated student-athlete with a 3.8 GPA, Devan competes in both football and wrestling and will continue his wrestling career at the collegiate level.
Saige Holden – Bethel High School
Saige is presently a sophomore, however, she is already planning for her future and hopes to attend Spelman College in Atlanta, Georgia when she graduates from high school. She is a member of the girls volleyball team, an academy ambassador, and member of the SCA.
