Hampton City Schools remembers former superintendent Raymond G. Washington, Sr.
The Hampton City Schools (HCS) community honors the life and legacy of Raymond G. Washington, Sr. who served as superintendent from 1991 to 1994.
Washington made a lasting impact through his commitment to educational equity, notably implementing programs to support both low-achieving and gifted students. He retired in 1994, bringing to a close a remarkable 33-year career in education, all with Hampton City Schools.
His journey with HCS began in 1968 as a drafting instructor at Kecoughtan High School. He quickly rose through the ranks, becoming a junior high (now middle) school principal in 1969, an elementary school principal in 1971, and an assistant superintendent by 1978. Washington also holds the distinction of being the first African American superintendent in the city’s history.
“Mr. Raymond Washington was a trailblazer whose legacy continues to inspire generations of educators and leaders within Hampton City Schools,” said HCS superintendent Dr. Raymond Haynes. “As the first African American superintendent in our city’s history, he not only broke barriers but also championed programs that uplifted both struggling and gifted students. His commitment to equity, excellence, and student success laid a strong foundation that we continue to build on today.
On a personal note, I am deeply grateful for his mentorship and friendship throughout my career. I know I would not be where I am today as superintendent had he not recognized potential in me that I didn’t yet see in myself. His belief in others and his gift for cultivating talent have left a lasting impact—not only on my life but on our entire community. The professional and personal lessons he imparted shaped countless leaders across our division and beyond. We remain forever thankful for his service, his leadership, and his steadfast dedication to Hampton City Schools.”
