Requirements
- Child should come to the fair.
- Child must be 4 years old on or before September 30, 2026.
- Parent/legal guardian must be present.
- Child’s Physical and Immunization Records are required to participate.
- Both forms should be provided at registration.
Please Bring the Following Documents
- Proof of Residency – current utility bill, lease or mortgage statement in parent/guardian name
- Photo Identification of parent/guardian
- Child’s state issued Birth Certificate
- Income Verification – all sources of income for parents/guardians in the home
- Qualifying incomes must be at or below 200% of the Federal Poverty Guidelines
Based on family income, applications may be sent to Hampton Head Start, HRCAP program.
Head Start will contact families accordingly.
To be eligible for the HCS VPI program, families must reside in Hampton and meet at least one of the following eligibility criteria:
- Family income is at or below 200% of federal poverty guidelines
- Family is experiencing homelessness
- One or both of the student’s parents did not graduate high school
- Students with disabilities or delays eligible for Special Education Services
- Local eligibility criteria
