Brittany DortchHampton City Schools Names Chief Financial Officer

During their regular meeting on August 1, 2018, the Hampton School Board appointed Ms. Brittany Dortch as the chief financial officer for Hampton City Schools (HCS).  She will assume her duties on August 28, 2018.

As the current chief financial officer for Portsmouth Public Schools, Ms. Dortch is responsible for overseeing the budget, finance, and purchasing departments.  She develops and implements all fiscal policies and procedures to include, but not limited to, operational budget, accounting, payroll, internal controls, employee benefits, workmen’s compensation, and insurance programs.  During her tenure with Portsmouth Public Schools, she also was the director of accounting where she implemented new Workmen’s Compensation procedures and formal travel procedures as well as improved payroll processing to decrease overtime.

Prior to her position with the Portsmouth Public Schools, Ms. Dortch held the position of an external auditor for six years with KPMG, LLP where she represented clients such as Continental Automotive Systems Inc., the U.S. Coast Guard, Plasser American Corporation, DaiEi Paper USA Corp., Norfolk Public Schools, and Operation Smile. In her role she performed internal control testwork over cash receipts, cash disbursements, payroll and entity level controls.  She executed substantive audit procedures over significant accounts such as revenue, debt, liabilities, income statement expenses, and taxes, as well as performed audits of employee benefits plans.

Ms. Dortch has a bachelor’s degree in accounting from Hampton University and a master’s in accountancy from Old Dominion University.  She is a certified public accountant with the Commonwealth of Virginia and has professional affiliations with the Association of School Business Officials, Government Finance Officers Association, American Institute of Certified Public Accountants, and Virginia Society of Certified Public Accountants, as well as been a national instructor with KPMG, LLP.

Having experience in finance from the public sector and at the public school level, she exhibits a clear understanding of financial operations.  Her career encompasses vast experiences as an exemplary accounting professional.

With HCS, Ms. Dortch will oversee budget development, control and long-range financial planning, as well as all related accounting and payroll functions.  She will identify and investigate potential funding sources to accommodate the needs of the school system within the constraints of the operating and capital budgets. 

Ms. Dortch will also work collaboratively with Hampton City officials to assure cooperation between their financial organizations and the school system’s financial components, as well as serve on City committees as the school division representative.

As the HCS chief financial officer, Dortch will provide supervision to the Department of Business and Finance, including the operations of accounting, budget, and payroll, as well as the Department of Food and Nutrition Services.

All individuals are encouraged to promptly report any incident they believe to be discrimination, harassment or retaliation in violation of HCS School Board Policy.  All reports should be made to the HCS Compliance Officer, who also serves as the HCS Executive Director of Human Resources.  Upon receiving a report of alleged discrimination, harassment or retaliation, the Compliance Officer shall promptly authorize an investigation into the complaint, determine whether the alleged act occurred, and determine whether any action must be taken to end or prevent further harassment, discrimination, or retaliation.  For more information about this process, please review School Board Policy GBAB-R.
